English/Nat The representative of the Russian government in the United States said on Wednesday that the economic reforms in Russia will continue on track. Addressing a conference on U-S Russian trade and investment, Russian Ambassador, Yuli Vorontsov tried to reassure investors. He said the recent upheavals in the Russian government would neither effect the necessity of nor the pace of economic change. Russia's domestic politics seemed to dominate the annual conference on U-S Russian trade and investment on Wednesday. It was organised by the U-S Russia business council - a Washington D-C based trade association that represents U-S companies doing business in Russia. According to the organisers more than 200 businesses were present at the one-day conference. Before speaking about the state of the Russian economy, the Russian Ambassador stressed that the recent changes made by President Yeltsin would not hamper economic reforms. President Yeltsin last week sacked his entire government and introduced Sergei Kiriyenko as his acting premier. SOUNDBITE: (English) "It is not a change of a flight-plan, it is a change of the crew in the cockpit and the huge plane called Russia is continuing the flight, staying the course and gaining the altitude. The decision of the President was governed by the desire to enhance the economic reforms in Russia." SUPER CAPTION: Yuli M. Vorontsov, Russian Ambassador to the United States After threatening to dissolve parliament if it does not approve premier-designate Sergei Kiriyenko, President Boris Yeltsin tried a friendlier approach on Wednesday. He invited lawmakers and major politicians to his country home for talks on Thursday. His preferred candidate for the post of Prime Minister, Sergei Kiriyenko will also be present. Speaking at the conference, Ambassador Vorontsov explained that President Yeltsin's dismissal of the government was not unconstitutional. SOUNDBITE: (English) "I would like to reject the notion that the developments in the Russian government are signalling instability in the political structure of Russia. That is not right. To me what it signals is exactly the stability, political stability in the country, in performing the constitution of the country, because nothing is being done unconstitutionally at this time." SUPER CAPTION: Yuli M. Vorontsov, Russian Ambassador to the United States The message was clear - despite the political changes - Russia wants to keep the economic reforms on track. In March, Vice President Al Gore met with then Russian Prime Minister, Viktor Chernomyrdin in Washington D-C. They discussed relations between the two countries. The two leaders looked comfortable with each other. Chernomyrdin had been in the U-S to discuss U-S Russian space cooperation and other programmes, including halting the spread of missile and nuclear weapons technology. The president of the World Bank also addressed the gathering on trade and investment on Wednesday. He was positive that Russia will stick to the path of economic reforms and paid tribute to President Yeltsin. James D. Wolfensohn of the World Bank also expressed support for the premier-designate Sergei Kiriyenko. SOUNDBITE: (English) "That change is a committed change in our judgement. It's a change which President Yeltsin has been leading with total integrity and total straightforwardness. He has not departed from his course and I think that the way we have to read this recent change is that we are bringing in a group of younger technocrats who are going to get the job done. And certainly the approach that we are taking at the bank is to take that at face value and move forward with it in that manner." President Uhuru Kenyatta today witnessed the signing of two agreements that will see two US companies invest $238 million worth of projects in Kenya as he urged the US government to facilitate the operations of US businesses Africa. Taking cue from President Kenyatta’s call, the US Overseas Private Investment Corporation (OPIC) and Kipeto Wind Energy Company signed documents to close a $232 million deal in financing for the construction and operation of a 100-megawatt grid-connected wind power plant south of Nairobi. The plant will provide a more reliable source of energy to the national grid and support the US Power Africa Initiative to double the number of people in Sub-Saharan Africa with access to electric power. The second agreement signed in the presence of President Kenyatta when he met business executives of leading US companies meeting under the umbrella of the Business Council for International Understanding (BCIU), was a $ 5 million letter of commitment in financing to expand the distribution network of Twiga Foods and improve food security and agricultural wages in Kenya. The agreement was signed between Twiga Foods and OPIC, a US government agency. Dr. Kenneth Namunje and Mr. Grant Brooke signed for Kipeto Energy and Twiga Foods respectively while Hon. Ray Washburne, the President and Chief Executive of OPIC signed on behalf of his organization. Addressing the US business executives, President Kenyatta assured them of his administration’s commitment to remove any hurdle that could impede their operations in Kenya. “Kenya is open for business and all we want to do is package our partnership in a way that it is mutually beneficial to you as a private sector and the people of Kenya,” President Kenyatta said. President Kenyatta invited more US investors to set shop in Kenya to benefit from the opportunities created by the Big Four development blueprint projects. He said the Big Four agenda projects – pegged on boosting manufacturing to create jobs, food security, provision of affordable housing and universal healthcare coverage – present major opportunities for local and foreign investors. The BCIU is a US-based organization comprising of 200 member companies. It helps its members to engage internationally by facilitating mutually beneficial relationships between business and government leaders worldwide. In manufacturing, President Kenyatta said Kenya looks to increase the sector’s contribution from 8.4 to 15 per cent by 2022. “This presents major opportunities for local and foreign investors in areas such as agro-processing, textiles and leather, the maritime sector, construction, iron and steel, and oil and gas,” the Head of State informed the meeting that was attended by US Commerce Secretary Wilbur Ross and over 20 top executives of leading American companies. On food security, the President welcomed the proposed investment of $5 million by Twiga foods in the agricultural sector, saying more such investments were needed. On provision of Universal Healthcare Coverage (UHC), President Kenyatta said his government looks to roll out innovative health insurance options, set up local pharmaceutical companies, upgrade and manage healthcare facilities and set up specialized treatment centres. “Given our long and well-established relationship, we can do more together and I invite the US companies to walk with us on the ‘Big Four’ journey,” President Kenyatta informed the US business community. He added: “With so many opportunities open to us and given our long and well-established relationship, the time is ripe to make a change in our business engagement.” The Monday meeting was the third the President was having with members of the BCIU, the last one having been held in 2015. President Kenyatta said his administration has continued to improve the business environment with a view of providing a facilitative environment for private sector growth. “Between 2014 and 2018, Kenya improved its ranking on World Bank Ease of Doing Business Index (DBI) by 56 positions from 136 to 80 and remains on target to get to the top 50 by 2020,” the President said. The Head of State pointed out that the economy remained buoyant and resilient, registering a 5.5 per cent average growth rate over the last 5 years in spite of a historic presidential election and weathering a major drought in 2017. US Commerce Secretary Ross and BCIU CEO Peter Tichansky, commended President Kenyatta for creating a conducive environment for the private sector to thrive in Kenya. The US business executives expressed their appetite to increase investments in Kenya following the assurances by President Kenyatta. Cabinet Secretaries Monica Juma (Foreign Affairs) and Henry Rotich (National Treasury) were among the Kenyan delegation at the business meeting. Indian Prime Minister Narendra Modi wrapped up his visit to the United States on Tuesday with a speech at the US-India Business Council in Washington, DC. Addressing business leaders, Modi laid out his vision for a prosperous India, and said his trip to the US had been "very successful". "I can say that perhaps it's not possible for any government to achieve so much in so little time. No one can expect to achieve this much from a great country like America. I am retuning to India with a lot of achievement," he said. Modi spent his final day in the US meeting President Barack Obama, Vice President Joe Biden and Secretary of State John Kerry. Visiting heads of state typically spend just a portion of a day at the White House meeting Obama and other US leaders. But Modi, whose election has been cheered by many Indian-Americans, was welcomed with the type of grandeur generally reserved for the closest of US allies. "It's necessary that the world pays attention to India with a population of 1.25 billion people," Modi told the council. "And India, with all its strength, is making every effort possible to move forward in the economic sphere, with renewed self-confidence and a new determination." In 2009, Hawketts lost her job working for a British consulting firm. Looking for ways to pick up extra income, Hawketts discovered that she could host short-term guests for a modest fee through a new service called Airbnb. "They would stay in our basement," Hawketts says. "One person will be on the sofa or two people would be in the queen bed. We'd have a pullout couch and a day bed and the whole family would just squish up and they didn't care." When Hawketts' friends and neighbors took an interest in Airbnb but shied away from all the work involved, she saw a business opportunity. Along with her husband, she started Home Sweet City, a business managing Airbnb rentals for other hosts. Today they oversee more than 60 properties. "We just hear these amazing stories of folks that would come to the city, save for sometimes their entire lives, bring their family and it would be their one trip of a lifetime to D.C.," Hawketts says. "There was no way they could afford to stay in a hotel." Today, a mid-scale hotel room in Washington D.C. runs on average $237 per night. For the about the same price you can rent this centrally located four-bedroom historic townhouse, or for $110 this modern basement apartment near Capitol Hill. Or, for travelers on a budget, there's this twin bed in a shared room near Dulles airport for $16. On November 13, with the support of the hotel Worker's Union and the hotel industry's trade group, the D.C. City Council passed a bill that could have a devastating impact on the district's short-term rental market. Airbnb hosts can no longer rent out properties in which they don't reside. Those renting out their own spare rooms and couches will be required to obtain a license, report their activities to the city on a monthly basis, and be present during a stay, with the exception of up to 90 days a year. City Council Chairman Phil Mendelson (D) says the intent of the bill is to eliminate competition from Airbnb rentals, and make it cheaper for permanent residents to live in Washington, D.C. "We limit the short-term rentals to a person's primary residence and prohibited to a second or third property," Mendelson says. "We think that that correlates to improving the housing supply in terms of affordability." "You know we created a company out of necessity and out of sheer determination and blood, sweat and tears," Hawketts says. "We built it from nothing in a new market.
