Electronic exchanges play an important role in the world financial system, acting as focal points where actors from across the world meet to trade with each other. But building an exchange is a difficult technical challenge, requiring high transaction rates, low, deterministic response times, fairness, and reliability. This talk looks at the question of how to design an exchange through the lens of JX, a crossing engine we built at Jane Street in the last two years. Performance plays an interesting role in this design, in that, although the end-to-end latency of the system is not important in and of itself, the ability of individual components of JX to handle messages rates in the 500k/sec range with latencies in the single-digit microseconds helped us build a replicated system that is both simple and robust.

But just how much of what you might read online is true? The Rothschild family came from Frankfurt, where the house they had lived in for generations was marked with the sign of the Red Shield (Roth + Schild). Like many Jewish families at the time, the Rothschilds were involved in finance, specifically currency exchange and collectible coins. That was the business of the Rothschild patriarch: Mayer Rothschild. His success in this business attracted many wealthy customers, including Wilhelm, the future ruler of Hesse. Mayer managed Wilhelm's fortune and successfully protected it from Napoleon's invasion, for which he was greatly rewarded. Mayer had 5 sons, which he spread throughout Europe. Each established his own family and banking business in the five great European capitals at the time: London, Paris, Frankfurt, Vienna and Naples. Throughout the 19th century the five brothers and (eventually) their heirs cooperated in numerous financing projects, lending money to governments and the nobility. By the end of the 19th century the wealth of just the French branch was the equivalent of $500 million today. The 20th century, however, wasn't kind to the Rothschilds. The Naples and Frankfurt branches became effectively extinct when their last patriarchs produced no male heirs. A more sinister fate befell the branches in Vienna and Paris, who had the vast majority of their wealth confiscated in the course of the Second World War. Only the branch in London survived intact, and today it is still a powerful force in Britain. At present the wealth of the Rothschilds is hidden in a series of shell companies originating in Switzerland. It is unclear exactly how rich they are, but by all visible measures they appear to have lost the majority of their richest during the 20th century. Thus, ironically, one of the most popular subjects of conspiracy theories today has instead been on the decline for well over a century. MMT:  A Gold Standard Or Fixed Exchange Rate Reduces Domestic Policy Space

Professor L. Randall Wray on why a fixed exchange rate regime (such as a gold standard) reduces domestic policy space. This is because the government must operate its budget and the economy in such a way as to ensure that it grows the amount of reserves it has, or at minimum maintains it. In an exchange rate peg, the government makes purchases in the market using its own currency and the foreign currency in order to manipulate the price away from its market value. Therefore, the government must ensure that it has the foreign currency it's pegged to. Foreign currency comes into the country when the country exports (sells goods in exchange for foreign currency), and so the country must export more than it imports. The way to do this is with austerity, to keep domestic wages low so your citizens can't import, or to limit imports by law. With a gold standard, the government must ensure that it has a steady supply of gold to meet conversion demand. So, if the government allowed the money supply to increase (like by deficit spending) this would increase the demand for conversion, and eat into the government's gold supply. To combat this, the government can sell bonds (and allow the market determine the interest rate) to lock that money up so its citizens don't convert. In both cases, the amount the government can spend is limited. In a fixed currency exchange rate, too much spending will promote employment, cause wages to rise, leading to rising imports, and decreasing the government's foreign currency reserve. In a gold standard, the government must issue bonds when it deficit spends, and must let the market determine the interest rate, potentially leading to a runaway deficit and forced default. One of my favorite things to do whenever I enter a new country (like Iran) is analyzed their currency situation, exchange rate and how these things affect their economy. I’ve handled many inflated currencies -- such as the Indonesian RUPIAH and Vietnamese DONG — but here in Iran, the RIAL gets a lot more confusing than inflation. Iran has 2 different systems to count their money. The first is RIALS (the official Iranian currency), and the second is TUMAN (which is like the Rial, without the last zero). As a traveler, you don’t know which price is listed unless you ask. $1 USD = 50,000 Rials and that same $1 dollar = 5,000 Tuman. Sound confusing? ... It is! Moreover, the only way to get money in Iran as a tourist is by bringing lots of cash (USD or Euros is preferred) and then exchanging it for Iranian Rials when you arrive. The reason is because there are no ATMs in Iran that cater to foreign banks. If you are as confused reading this as I am typing it out, then this video will explain the confusing world of the Iranian Rial a little better. news The foreign exchange market (forex, FX, or currency market) is a global decentralized market for the trading of currencies. This includes all aspects of buying, selling and exchanging currencies at current or determined prices. In terms of volume of trading, it is by far the largest market in the world.[1] The main participants in this market are the larger international banks. Financial centres around the world function as anchors of trading between a wide range of multiple types of buyers and sellers around the clock, with the exception of weekends. The foreign exchange market does not determine the relative values of different currencies, but sets the current market price of the value of one currency as demanded against another. The foreign exchange market works through financial institutions, and it operates on several levels. Behind the scenes banks turn to a smaller number of financial firms known as "dealers", who are actively involved in large quantities of foreign exchange trading. Most foreign exchange dealers are banks, so this behind-the-scenes market is sometimes called the "interbank market", although a few insurance companies and other kinds of financial firms are involved. Trades between foreign exchange dealers can be very large, involving hundreds of millions of dollars. Because of the sovereignty issue when involving two currencies, forex has little (if any) supervisory entity regulating its actions. The foreign exchange market assists international trade and investments by enabling currency conversion. For example, it permits a business in the United States to import goods from European Union member states, especially Eurozone members, and pay Euros, even though its income is in United States dollars. It also supports direct speculation and evaluation relative to the value of currencies, and the carry trade, speculation based on the interest rate differential between two currencies.[2] In a typical foreign exchange transaction, a party purchases some quantity of one currency by paying with some quantity of another currency. The modern foreign exchange market began forming during the 1970s after three decades of government restrictions on foreign exchange transactions (the Bretton Woods system of monetary management established the rules for commercial and financial relations among the world's major industrial states after World War II), when countries gradually switched to floating exchange rates from the previous exchange rate regime, which remained fixed as per the Bretton Woods system. The Job Guarantee and Foreign Exchange Devaluation

Professor L. Randall Wray, discussing how a Job Guarantee can be implemented in a way that takes pressure off of a nation's foreign exchange rate. One potential problem of a JG is that it could have an adverse effect on the nation's exchange rate: if workers wages increase from what they previously were, then they are likely to import more goods from abroad. This either means that the nation must export more to match, or there must be foreign savers who are willing to accumulate the nation's currency (that's the other side of importing: you end up with foreign goods, they end up with your money). If neither of those happen, then the nation's exchange rate will fall until one of them does. For developed nations, this probably isn't an issue, as there are foreign investors who hold the currencies of the major world economies in their portfolios. But for developing nations, it could be a problem. In this video, Wray mentions several possible tactic to address it. One is to run the JG in a way that stimulates development of export industries, and the simplest way to do this is probably to use JG workers to cultivate and improve tourist sites, to encourage foreigners to visit your nation. Another tactic is to pay the workers in a way that prevents them from spending their income on imports. This can be done by payment-in-kind, where instead of money, workers are directly given goods and services. Since this is a Job Guarantee, some of the jobs in the program could be directly to create these goods. (Presumably, this would not be the workers' entire paychecks, but only some portion of them.) Yet another way not mentioned in the video is with trade policies: simply ban imports in certain quantities or products. The downside to this of course is that it limits consumer freedom. An additional note on fixed exchange rate regimes: in a fixed exchange rate, the central bank uses foreign reserves to buy back the domestic currency in order to raise the exchange rate (eg., China uses dollars to buy back Yuan). So if full employment is leading to more imports, then rather than seeing the exchange rate fall, you'd see the central bank eventually run out of foreign reserves, then face a currency crisis as it is unable to maintain the fixed exchange rate. The above tactics apply in exactly the same way to this situation.
