Christoph Ohler tours us through the Financial crisis (2007- 2009) and debt crisis (2010 – 2013) and details the best way to balance public and private interests. Christoph Ohler graduated in law from the University of Bayreuth and the College of Europe in Bruges. His PhD in European law he received at the University of Bayreuth. After working as an associate in an international law firm in Frankfurt/Main he became a research assistant at the Universities of Passau, Bayreuth and Munich. Since 2006 he holds a chair in public law, European law, public international law and international economic law at the Friedrich-Schiller University of Jena. From 2008 to 2014 he was the spokesperson of the interdisciplinary graduate program „Global Financial Markets“. He publishes extensively on German and European constitutional law and the regulation of financial markets in international and European law. „Banking Supervision and Monetary Policy in EMU” is his most recent book. Conference of the Regional and Local Authorities for the Eastern Partnership

Political developments in the countries at the EU's borders have a direct impact on the Union's security, stability and prosperity. This was why in December 2008 the European Commission launched the "Eastern Partnership" (EaP) which seeks to foster relationships with six Eastern European and South Caucasus countries namely Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The EaP policy brings partner countries closer to the EU improving trade economic ties, travel agreements and other relevant policies between the EU and its neighbours to the East. The Conference of Regional and Local Authorities for the Eastern Partnership, also known as "CORLEAP", is the political forum of local and regional authorities from the European Union and the Eastern Partnership countries. CORLEAP is the only EU platform that offers an opportunity to discuss the contribution by cities and regions in the development of the Eastern Partnership. CORLEAP consists of 36 regional and local politicians: 18 from the EU's Committee of the Regions and 18 from the six Eastern partner countries. The body is co-chaired by the President of the Committee of the Regions and a representative from the partner countries whom is elected by CORLEAP members each year. The EU is represented by Mr Markku Markkula, the partner countries are represented by Mr Anar Ibrahimov. Objectives CORLEAP aims to: -Coordinate the representation of the local and regional authorities within the Eastern Partnership; -complement and support the effort by the EU institutions and other participating stakeholders in delivering the European Neighbourhood Policy; -spread the concepts that will bring partner countries closer to the EU and foster the internal reform and capacity building at the local and regional level. Local government covered up the crime scene at Lộc Hưng garden At 7:45am, Jan 10, 2019, while the kindergarden Mầm Non 6 and elementary school Bạch Đằng were in session, the authority used the ward PA system to announce that personnel, bulldozers and other heavy equipments will arrive at Lộc Hưng garden to clear the land. This is a cover-up of the illegal land seizure by Tân Bình district authority on January 4 and 8, 2019. After the demolition of the garden on January 8, 2019, the authority deployed excavators and bulldozers to tear down everything but they were met with protests by the residents. This morning, Jan 10, 2019, the authority continues the cover-up effort, sending personnel, excavators, bulldozers to raze everything to the ground. This act of land seizure by the local authority is unlawful and a clear violation, not in compliance with current regulation. At this moment, many families living and working at Lộc Hưng garden are homeless, jobless and unable to look for other means of living.

Few more interesting pointers with regards your council tax & how to deal with the bully boy bailiffs. Regulation 13A Local Government Finance Act 1992 This regulation was inserted into the above act by the Local Government Act 2003.  "13A Billing authority's power to reduce amount of tax payable (1) Where a person is liable to pay council tax in respect of any chargeable dwelling and any day, the billing authority for the area in which the dwelling is situated may reduce the amount which he is liable to pay as respects the dwelling and the day to such extent as it thinks fit. (2) The power under subsection (1) above includes power to reduce an amount to nil. (3) The power under subsection (1) may be exercised in relation to particular cases or by determining a class of case in which liability is to be reduced to an extent provided by the determination."  Essentially, it means you can ask the council, and they have the power to reduce your council tax for no particular reason and by as much or as little as they want.  These are the explanatory notes attached to the Local Government Act 2003. Regulation 13A was inserted by Section 76 of the LGC 2003. Section 76: Billing authority's power to reduce amount of tax payable 150. Under the LGFA 1992, dwellings may be exempt from council tax if they fall within one of the exempt dwelling classes set out in an order made under section 4 of that Act (S.I. 1992/558). The amount of council tax payable may be subject to a discount under section 11 (where there is one or no resident, or all, or all but one of, the residents fall to be disregarded), or in Wales, under section 11 to the extent that the authority has not exercised the discretion under section 12 to reduce the discount. Finally, the amount may be reduced through the effect of regulations made under section 13 of the LGFA 1992, e.g. where it is occupied by a disabled person: see the Council Tax (Reductions for Disabilities) Regulations 1992 (S.I. 1992/554). All of these exemptions, discounts and reductions are prescribed in orders or regulations made by the Secretary of State, or in Wales, the National Assembly for Wales. 151. Billing authorities do not, at present, have a discretion to grant further discounts and exemptions, or to remit or waive council tax on hardship grounds. Authorities do not have the power to respond to hard cases which do not fall within any of the centrally prescribed categories.  152. Section 76 inserts a new section 13A into the LGFA 1992 which will give billing authorities in England and Wales a broad discretion to reduce the amount of council tax payable as respects a dwelling, to such extent as they think fit. Subsection (2) of the new section 13A provides that this may include reducing the amount payable in respect of a day to nil. 153. Authorities may exercise this power in individual cases (e.g. individual hardship, in cases where the taxpayer is not eligible for council tax benefit, for example, where the dwelling is not their sole or main residence). Or they may determine classes of case in which liability is to be reduced (i.e. the equivalent of authorities determining exempt dwellings classes, or reductions in circumstances other than those prescribed in regulations under section 13 of the LGFA 1992)

The mass freedom of information exercise was carried out by the Liberal Democrat Party. It showed that local authorities used secret listening devices, cameras and private detectives to gather evidence on people over five years. Critics say spying on the public should be a last resort, not an everyday tool. They say the government had promised that the government’s Regulation of Investigatory Powers Act or Ripa would only be used when absolutely necessary to protect British people from extreme threats. LADDER is a 3-year EU funded project coordinated by ALDA, the European Association for Local Democracy. With 26 co-applicants and 20 associates, coming from 18 EU and 17 non-EU countries, the main objective is to enhance the role of Local Authorities and Civil Society as drivers for change by increasing their actions for development education. Working at the local level, LADDER final beneficiaries are ordinary citizens. The project seeks to enhance their awareness and their engagement in global challenges & poverty eradication.

The Nuclear Regulation Authority held a ceremony on Monday to welcome more than 380 administrative officials and engineers from the Japan Nuclear Energy Safety Organization. The organization was merged into the NRA on Saturday. JNES was an independent corporation that administered the inspection of nuclear power plants and the study of nuclear safety. NRA Chairman Shunichi Tanaka said at the ceremony that there are high expectations for the engineers. He called on them to help the NRA become an organization that is trusted by the nation. With the intake, the NRA has doubled its staff to about 1,000. The integration is expected to help the Authority strengthen its capabilities to conduct safety assessments of nuclear power plants. The NRA also plans to set up a new department to nurture employee expertise. Mar. 3, 2014 - Updated 08:47 UTC TOKAI PLANT OPERATOR PROMISES SAFETY EXPLANATION A nuclear power plant operator north of Tokyo has promised nearby local municipalities that it will explain its safety measures before applying for screening to restart operations. The promise came in a rare memorandum intended to address public concerns on nuclear safety after the Fukushima Daiichi accident. The head of Japan Atomic Power Company, which runs Tokai No.2 nuclear power station, shared the note with representatives of 11 municipalities near the plant on Wednesday. The memorandum calls for briefing the municipalities prior to any application for safety screening. It also says the application must win the approval of the 6 municipalities closest to the plant. The municipalities had demanded the memorandum. It is unusual for a nuclear plant operator to exchange such a document with local governments other than the one hosting the plant. The utility apparently agreed to the demand as restarting Tokai No.2 plant has become a priority while its other plant in central Japan remains on hold due to underlying active faults. Japan Atomic Power hopes to apply for safety screening as early as the end of this month after finishing its explanation to the municipalities. But a restart still looks uncertain, as most of the municipalities lack evacuation plans in the event of a nuclear emergency. Nearly 1 million people live within a 30-kilometer radius of the plant. Mar. 5, 2014 - Updated 07:49 UTC SENDAI PLANT PRESENTS UPGRADED TREMOR FIGURES The operator of the Sendai nuclear plant in southern Japan has presented to regulators an upgraded figure for tremors expected from a possible earthquake. The firm did so in hopes that the regulators will speed up the plant's safety screening if it sets severer conditions for stress tests for the facility. Ten nuclear plants across the country are undergoing safety screening required for restarting reactors. The Nuclear Regulation Authority plans to speed up the process at some of them. A key issue is maximum levels of tremors the operators estimate from possible earthquakes. The regulators have been urging them to raise the levels to prepare for stronger quakes. The operator of Sendai plant, Kyushu Electric Power Company, on Wednesday told the regulators that it will raise its estimate for tremors from 540 gals to 620. Gals are units of acceleration. If the regulators accept the firm's upgrade, the plant will likely advance toward the final stage of screening. The plant in Kagoshima Prefecture has 2 reactors. Both are being screened. The video, produced by The Center for Medical Progress, highlights a conversation between Dr. Jennefer Russo, the Medical Director at Planned Parenthood of Orange & San Bernardino Counties, and citizen journalists from The Center for Medical Progress posing as a for-profit fetal tissue company similar to Da Vinci. Dr. Russo performs abortions up to 24 weeks at Planned Parenthood’s abortion center in Orange, CA. Russo confirms that her Planned Parenthood affiliate is currently working with a local biotech company to supply aborted fetal body parts: “Yeah, it’s Da Vinci,” she states. Da Vinci Biosciences, LLC, and its sister company, DV Biologics, LLC, are located in Orange County, CA and have been partnered with the local Planned Parenthood affiliate since 2008. Planned Parenthood Orange & San Bernardino Counties’ 2008 Annual Report lists Da Vinci Biosciences as one of the major financial donors to the abortion group. “They take the whole specimen,” Russo explains about Da Vinci. Russo asks the undercover buyer, “You’re looking ideally for an intact specimen?” “As intact as possible,” the buyer replies. In the first CMP undercover video, Planned Parenthood’s Senior Director of Medical Services, Dr. Deborah Nucatola, described using an ultrasound-guided procedure to flip the fetus to feet-first position in order to get intact specimens. When asked about using this procedure to harvest more intact body parts, Orange County’s Russo confesses, “Yeah, we like to do that too.” Using ultrasound guidance to manipulate the fetus from vertex to breech orientation before intact extraction is the hallmark of the illegal partial-birth abortion procedure (18 U.S.C. 1531). Nucatola previously recommended Russo and Planned Parenthood in Orange County as good prospective partners for fetal body parts harvesting. Russo also divulges that her Planned Parenthood affiliate is not using digoxin, the chemical used as feticide in later 2nd-trimester abortions to kill the fetus and prevent a live birth, due to a nationwide supply shortage. Without a feticidal procedure like digoxin, it is possible for a fetus extracted intact during an abortion to be born alive. Asked a second time about producing intact fetuses in late 2nd-trimester cases for organ harvesting, Russo admits, “It happens sometimes, but it’s pretty rare.” She continues with a smile, “But, we try.” A secret-shopper phone call to Da Vinci Biosciences confirms that Planned Parenthood’s latest cases are being done without feticide. When a caller asks for fetal brain from 18 to 24 weeks gestation, a Da Vinci sales representative assures, “It is feticide-free, considering that we have such a large catalogue of fetal tissue, I believe that would be a requirement for us, in order to have so many fetal products available.” Invoices show Da Vinci Biosciences charging $350 for fetal liver, $500 for fetal thymus, and $750 for fetal brain. Traditionally, governments around the world have regulated the media with public policies, like incentives and tax benefits, to preserve local content from market forces. Still common to many regions worldwide is the fear that indigenous voices and accessibility will be lost if media regulation isn’t in place to ensure equity. With media developments in nonlinear and over-the-top platforms, new media regulation becomes more of a challenge. Digital media and the Internet have transformed content space, improving media discoverability. But with this development comes the trend of content getting more global and less local. However, as well as protecting local diversity, media regulators can’t forget legacy users and platforms. To increase the challenge, media policy regulators in Canada need to predict media evolution. With all this, the role of government in media regulation is changing: more educator than regulator, promotionist rather than protectionist.

ALBANY, 06/10/13 -- State Senator James L. Seward (R/C/I -- Oneonta) today announced senate approval of legislation he sponsored to allow the legislature to eliminate or amend state regulations that overstep their original intent. The bill (S.3462) was part of a bi-partisan senate package aimed at ridding New York State of unnecessary government regulations that inhibit job creation and drive up local property taxes. "The senate regulatory reform package will make New York more competitive, and help businesses create jobs by eliminating needless and costly regulations that limit economic growth," said Senator Seward. "The plan would help combat the state's high cost of doing business and would be beneficial to existing employers as well as a real incentive to lure new companies to our borders." The senate measures would: • Establish a task force to conduct a complete review of the State Administrative Procedure Act (SAPA) and regulatory review process; • Eliminate 1,000 burdensome regulations on businesses; • Give the senate's Administrative Regulations and Review Commission more oversight authority in the rulemaking process to ensure state agencies do not overstep their authority in implementing rules and regulations; • Stop unfunded state mandates on local governments and school districts; and • Require state agencies to provide more information on the costs and benefits of new rules. Along with enacting the reform legislation, the senate will also conduct industry specific public hearings across the state. The hearings will provide the opportunity for business owners and local elected officials to "go on the record" with their chief complaints and specific solutions. to listen to businesses and local officials and learn which rules, regulations, and mandates are the most useless, most costly, and should be eliminated. "By taking a proactive approach to learn more about the obstacles business owners and local governments now face we can make a strong case for eliminating these roadblocks to growth. New York needs to shed its reputation as a high cost of doing business state. "Lower taxes on manufacturers, workers compensation and unemployment insurance reforms, and expanded agriculture marketing plans are among the items already advanced this year that will improve our state's economic position. Adding regulatory reform measures will further enhance New York's ability to retain current businesses and attract new employers," Seward concluded. -30-

Council notes that the extreme courage and dedication of the emergency services, health and hospital staff in light of the tragedy comes at a time of unprecedented and continued cuts to the funding and resources they rely on to do their jobs and keep us safe. Council notes that this tragedy happened in a block of flats which was: · owned by a local authority regarded as one the richest in the country, · managed by a tenant led management organisation, · happened after a significant investment in refurbishment, and · would appear to have been carried out in compliance with existing regulatory and enforcement regimes. Council is concerned that, whatever detail may emerge about the fire at Grenfell Tower, quite clearly the level of regulation and enforcement associated with design, ongoing fire safety and regulatory oversight of rented accommodation is inadequate and needs to be reviewed. The Council is concerned that, for too long, the focus on regulation has been to prioritise the demands of the investor, the developer and the landlord over the needs of the tenant. This effects people who rent in all types of tenure as well as those who own property in blocks of flats. Council also believes that current Government housing policy ignores the need to invest in stock refurbishment as well as building new homes and that this has created a long term policy of disinvestment in some housing stock. Therefore, this Council calls upon Government to: 1. Urgently review all building regulations related to the design and implementation of fire safety within shared accommodation regardless of height or scale; 2. Ensure that all such work, in future, should require approval by the relevant Local Authority Building Control Service thereby ensuring consistency of oversight and long term accountability; 3. Instruct the Social Housing Regulator to proactively ensure compliance with, and report such compliance to, all of the social housing Consumer Standards. Such compliance testing should include clear, strategic input from the relevant local authority; 4. Identify and ring fence significant funds from within the existing social housing grant regime in order to support prioritised stock refurbishment within both the social and private housing sectors; 5. Introduce compulsory Private Landlord Licensing for all private rented stock to give local authorities the powers and resources to enforce basic safety and living standards for the benefit of all residents; and 6. Provide local authorities and fire brigades have the necessary resource and funding to carry out the necessary ongoing inspection and regulation to ensure safety, deliver good housing standards and protect the health and wellbeing of people in rented and shared accommodation. Grenfell Tower by Councillors Laura Robertson-Collins and James Roberts 0:01 This Council wishes to place on record our deep sympathy and condolence for all of those affected by the tragedy at Grenfell Tower and our sincere thanks to the fire fighters and emergency services who risked their lives in seeking to tackle the fire and help the survivors. Council notes that the extreme courage and dedication of the emergency services, health and hospital staff in light of the tragedy comes at a time of unprecedented and continued cuts to the funding and resources they rely on to do their jobs and keep us safe. Council notes that this tragedy happened in a block of flats which was: · owned by a local authority regarded as one the richest in the country, · managed by a tenant led management organisation, · happened after a significant investment in refurbishment, and · would appear to have been carried out in compliance with existing regulatory and enforcement regimes. Council is concerned that, whatever detail may emerge about the fire at Grenfell Tower, quite clearly the level of regulation and enforcement associated with design, ongoing fire safety and regulatory oversight of rented accommodation is inadequate and needs to be reviewed. The Council is concerned that, for too long, the focus on regulation has been to prioritise the demands of the investor, the developer and the landlord over the needs of the tenant. This effects people who rent in all types of tenure as well as those who own property in blocks of flats. Council also believes that current Government housing policy ignores the need to invest in stock refurbishment as well as building new homes and that this has created a long term policy of disinvestment in some housing stock. Therefore, this Council calls upon Government to: 1. Urgently review all building regulations related to the design and implementation of fire safety within shared accommodation regardless of height or scale; 2. Ensure that all such work, in future, should require approval by the relevant Local Authority Building Control Service thereby ensuring consistency of oversight and long term accountability; 3. Instruct the Social Housing Regulator to proactively ensure compliance with, and report such compliance to, all of the social housing Consumer Standards. Such compliance testing should include clear, strategic input from the relevant local authority; 4. Identify and ring fence significant funds from within the existing social housing grant regime in order to support prioritised stock refurbishment within both the social and private housing sectors; 5. Introduce compulsory Private Landlord Licensing for all private rented stock to give local authorities the powers and resources to enforce basic safety and living standards for the benefit of all residents; and 6. Provide local authorities and fire brigades have the necessary resource and funding to carry out the necessary ongoing inspection and regulation to ensure safety, deliver good housing standards and protect the health and wellbeing of people in rented and shared accommodation. MD Anderson applauds extension of FDA regulatory authority to all tobacco products

The University of Texas MD Anderson Cancer Center fully supports new rules issued by the Food and Drug Administration (FDA) today to extend federal regulatory authority to all tobacco products, including electronic cigarettes, cigars, hookah and other previously unregulated tobacco products. “As an institution of healing and science, we applaud any and all instances where sound data informs public policy,” says Ronald A. DePinho, M.D., president of MD Anderson. “Including e-cigarettes within the FDA’s regulatory authority will provide a much-needed scientific evaluation of their safety and help limit youth exposure to these products that may lead to lifelong dependency.” The new regulatory authority allows the FDA to limit youth exposure to these products by prohibiting sales to minors, both in person and online, requiring age verification by photo ID, and not allowing the distribution of free samples. Further, the ruling will require manufacturers, importers and/or retailers to register and report ingredient listings to the FDA, require premarket review of new tobacco products and place appropriate health warnings on packaging and advertisements. “The extension of these regulations will ensure these products are subjected to the same close scrutiny as conventional tobacco products,” says DePinho. “We see this is a great step forward in protecting our country’s public health, particularly that of our young people.”
