Establishing a secure communication channel is important—​but how do you know you are communicating with the right entity? The structure of the internet makes it easy to launch so-called man in the middle attacks. This allows even secure communication channels to be established with the wrong site or computer. Alternatively, phishing attacks may try to confuse users by mimicking the look and feel of websites they are used to—​like their bank’s site. On the web this problem is solved using so-called certificate authorities. A small number of trusted entities provide a basis on which the legitimacy of other sites can be established. Financial Markets (2011) (ECON 252) After talking about human failures and foibles in the last lecture, this lecture is concerned with regulation to minimize the impact of human errors. Professor Shiller outlines five different levels of regulation: Regulation on the firm level, on the level of trade groups, on the regional, the national, and the international level. Concerning the first level, he emphasizes the role of the board of directors as the regulators of a company, its duties of care and loyalty, and its responsibilities in the face of tunneling. On the level of trade groups, Professor Shiller presents the history of the New York Stock Exchange from the signing of the Buttonwood Agreement until today. The subsequent description of regional regulation centers on Blue Sky laws during the progressive era of the U.S. in the late 19th and early 20th century. On the national level of regulation, he covers the founding days of the Securities and Exchange Commission, its regulation of hedge funds, as well as its efforts against the trading of insider information and stock price manipulation. He complements his coverage of national regulation with the regulatory efforts in the aftermath of the financial crisis from 2007-2008, i.e. the creation of the Financial Stability Oversight Council and of the Consumer Financial Protection Bureau by the Dodd-Frank Act from 2010, paired with the European efforts in the course of the European Supervisory Framework, also from 2010. But the federal bureaucracy (which is part of the executive branch) has a lot of power and sometimes acts likes Congress in creating regulations and like the courts through administrative adjudications. FOR IMMEDIATE RELEASE PLANNED PARENTHOOD ORANGE COUNTY CHANGES ABORTIONS TO HARVEST INTACT FETUSES FOR LOCAL COMPANY’S “FETAL PRODUCTS” Medical Director Jennefer Russo Admits “We Try” For Intact “Specimens” in Up to 6-Month Abortions at Planned Parenthood in Orange, CA So Local Company Da Vinci Bio Can Harvest and Sell Body Parts Contact: Peter Robbio, [email protected], 703.683.5004 IRVINE, March 1--A new undercover video shows the relationship between Planned Parenthood’s late-term abortion clinic in Orange County and a local for-profit biotech company, Da Vinci Biosciences, to harvest the organs of aborted fetuses to sell nationally and internationally. The video, produced by The Center for Medical Progress, highlights a conversation between Dr. Jennefer Russo, the Medical Director at Planned Parenthood of Orange & San Bernardino Counties, and citizen journalists from The Center for Medical Progress posing as a for-profit fetal tissue company similar to Da Vinci. Dr. Russo performs abortions up to 24 weeks at Planned Parenthood’s abortion center in Orange, CA. Russo confirms that her Planned Parenthood affiliate is currently working with a local biotech company to supply aborted fetal body parts: “Yeah, it’s Da Vinci,” she states. Da Vinci Biosciences, LLC, and its sister company, DV Biologics, LLC, are located in Orange County, CA and have been partnered with the local Planned Parenthood affiliate since 2008. Planned Parenthood Orange & San Bernardino Counties’ 2008 Annual Report lists Da Vinci Biosciences as one of the major financial donors to the abortion group. “They take the whole specimen,” Russo explains about Da Vinci. Russo asks the undercover buyer, “You’re looking ideally for an intact specimen?” “As intact as possible,” the buyer replies. In the first CMP undercover video, Planned Parenthood’s Senior Director of Medical Services, Dr. Deborah Nucatola, described using an ultrasound-guided procedure to flip the fetus to feet-first position in order to get intact specimens. When asked about using this procedure to harvest more intact body parts, Orange County’s Russo confesses, “Yeah, we like to do that too.” Using ultrasound guidance to manipulate the fetus from vertex to breech orientation before intact extraction is the hallmark of the illegal partial-birth abortion procedure (18 U.S.C. 1531). Nucatola previously recommended Russo and Planned Parenthood in Orange County as good prospective partners for fetal body parts harvesting. Russo also divulges that her Planned Parenthood affiliate is not using digoxin, the chemical used as feticide in later 2nd-trimester abortions to kill the fetus and prevent a live birth, due to a nationwide supply shortage. Without a feticidal procedure like digoxin, it is possible for a fetus extracted intact during an abortion to be born alive. Asked a second time about producing intact fetuses in late 2nd-trimester cases for organ harvesting, Russo admits, “It happens sometimes, but it’s pretty rare.” She continues with a smile, “But, we try.” A secret-shopper phone call to Da Vinci Biosciences confirms that Planned Parenthood’s latest cases are being done without feticide. When a caller asks for fetal brain from 18 to 24 weeks gestation, a Da Vinci sales representative assures, “It is feticide-free, considering that we have such a large catalogue of fetal tissue, I believe that would be a requirement for us, in order to have so many fetal products available.” Invoices show Da Vinci Biosciences charging $350 for fetal liver, $500 for fetal thymus, and $750 for fetal brain. The sale or purchase of human fetal tissue is a federal felony punishable by up to 10 years in prison and a fine of up to $500,000 (42 U.S.C. 289g-2). “Although Planned Parenthood’s political and PR cronies work overtime to cover-up the revelations of its illicit baby parts trade, Planned Parenthood’s interstate criminal scheme to harvest and sell aborted baby parts continues without any transparency or accountability,” notes David Daleiden, CMP Project Lead. “The fact that a community like Orange County, CA, is open for business for baby body parts makes clear the need for law enforcement and elected officials to hold Planned Parenthood accountable,” Daleiden says. “And as the Supreme Court prepares to hear a landmark abortion business regulation case, Planned Parenthood’s baby parts scheme sends an urgent message about the critical need for States to have strong regulatory authority over the abortion industry.” ### See the video at: https://www.youtube.com/watch?v=Bwn0QBhy2TQ Tweet: #PPSellsBabyParts For more information on the Human Capital project, visit centerformedicalprogress.org. This past weekend, they traveled to EAA Airventure and talked about the latest UAS regulation proposals with members. While there, they had the opportunity to meet with Senator Jim Inhofe (OK) and discuss model aviation and paths to preserve the hobby as the nation moves forward with UAS integration. The FAA has reported that more than 100,000 enthusiasts have obtained a Remote Pilot Certificate to fly a drone for commercial and recreational use since the FAA small drone rule went into effect on August 29, 2016. Under Part 107, the person actually flying a UAS must have a Remote Pilot Certificate, or be directly supervised by someone with such a certificate. The majority of drone pilots get certified by studying online materials and then passing an initial aeronautical knowledge test at an FAA approved knowledge testing center. You should have no trouble if you study – the exam success rate is 92 percent. The FAA has released a statement concerning its stance on the ability of local governments to pass drone regulations in their jurisdictions. According to the agency, Congress has provided the FAA with exclusive authority to regulate aviation safety, the efficiency of the navigable airspace, and air traffic control, among other things. State and local governments are not permitted to regulate any type of aircraft operations, such as flight paths or altitudes, or the navigable airspace. Few more interesting pointers with regards your council tax & how to deal with the bully boy bailiffs. Regulation 13A Local Government Finance Act 1992 This regulation was inserted into the above act by the Local Government Act 2003.  "13A Billing authority's power to reduce amount of tax payable (1) Where a person is liable to pay council tax in respect of any chargeable dwelling and any day, the billing authority for the area in which the dwelling is situated may reduce the amount which he is liable to pay as respects the dwelling and the day to such extent as it thinks fit. (2) The power under subsection (1) above includes power to reduce an amount to nil. (3) The power under subsection (1) may be exercised in relation to particular cases or by determining a class of case in which liability is to be reduced to an extent provided by the determination."  Essentially, it means you can ask the council, and they have the power to reduce your council tax for no particular reason and by as much or as little as they want.  These are the explanatory notes attached to the Local Government Act 2003. Regulation 13A was inserted by Section 76 of the LGC 2003. Section 76: Billing authority's power to reduce amount of tax payable 150. Under the LGFA 1992, dwellings may be exempt from council tax if they fall within one of the exempt dwelling classes set out in an order made under section 4 of that Act (S.I. 1992/558). The amount of council tax payable may be subject to a discount under section 11 (where there is one or no resident, or all, or all but one of, the residents fall to be disregarded), or in Wales, under section 11 to the extent that the authority has not exercised the discretion under section 12 to reduce the discount. Finally, the amount may be reduced through the effect of regulations made under section 13 of the LGFA 1992, e.g. where it is occupied by a disabled person: see the Council Tax (Reductions for Disabilities) Regulations 1992 (S.I. 1992/554). All of these exemptions, discounts and reductions are prescribed in orders or regulations made by the Secretary of State, or in Wales, the National Assembly for Wales. 151. Billing authorities do not, at present, have a discretion to grant further discounts and exemptions, or to remit or waive council tax on hardship grounds. Authorities do not have the power to respond to hard cases which do not fall within any of the centrally prescribed categories.  152. Section 76 inserts a new section 13A into the LGFA 1992 which will give billing authorities in England and Wales a broad discretion to reduce the amount of council tax payable as respects a dwelling, to such extent as they think fit. Subsection (2) of the new section 13A provides that this may include reducing the amount payable in respect of a day to nil. 153. Authorities may exercise this power in individual cases (e.g. individual hardship, in cases where the taxpayer is not eligible for council tax benefit, for example, where the dwelling is not their sole or main residence). Or they may determine classes of case in which liability is to be reduced (i.e. the equivalent of authorities determining exempt dwellings classes, or reductions in circumstances other than those prescribed in regulations under section 13 of the LGFA 1992)

Recreational marijuana became legal in California in January. But for small-scale veteran growers like Jason Fleming, licensing backlog may shut his business down before he sells a single nug on California’s new legal market. The state already had a 22 year old medical marijuana industry that outlined a legal route for patients to purchase pot from licensed dispensaries, but left the path for the weed to the shops in what can only be described as a very, very, gray area. The Medical and Adult Use Cannabis Regulation and Safety Act changed all of that — now all growers have to be licensed, and their wares need to be tested in a lab. “We want to make sure that people are getting safe cannabis, that when they come to a licensed retail store. they know it’s safe to consume,” says Lori Ajax, Chief of the Bureau of Cannabis Control, which regulates distributors. Growers and consumers also pay new state and local taxes that can get as high as 45%. Despite the significantly higher overhead, Fleming is determined to make it in the new, legal marketplace. He’s complied with licensing law by purchasing a growhouse for $25,000 a month, and filled out all of his paperwork. But Sonoma County has kept him waiting for local approval for six months. Without that, he cannot begin growing, so there’s no money to be made. “If this keeps continuing then we're going to have to operate this place as a black market grow to continue to pay for the legal grow,” Fleming told VICE News. Richard Parrott is the Chief of CalCannabis, the state agency that licenses medical and recreational cultivators, is familiar with stories like Jason’s. He told VICE News that he had heard of backlogs of applications with local authorities, but there wasn’t much he could do about it. “The state doesn't have any purview over the locals,” he said. To stay afloat, Jason can use his growhouses that are already up and running to sell to medical dispensaries. He can also sell some of his product at seshes, a type of underground marketplace that operates in the last remaining gray areas of the state’s medical marijuana laws. But the costs of getting his business off the ground demand more than a flimsy financial life vest. As time passes, an emerging black market fueled by consumers who can’t bear the brunt of the new taxes has come knocking. There are good reasons for this the main one being that there are simply more locks in an HMO and therefore a greater likelihood that internal doors will be locked. The most important thing to remember is to make sure that there are safe exit routes from everywhere within the property so that in the event of a fire your tenants are able to leave the building. THE HMO ENFORCEMENT OFFICER We strongly advise talking to your local HMO enforcement officer, also known as an HMO officer or environmental health officer. Many property investors that we speak to are nervous of getting help from their local council but you shouldn’t be. The HMO enforcement officer is there to help and it’s going to save you time and effort to ask for the help they can provide. FIRE SAFETY FITTINGS All properties are different and as such it’s difficult to give ‘one size fits all’ advice. However here are three things that every HMO needs to both satisfy existing health and safety / fire safety regulations and be safe for the tenants who live there. 1 THUMB TURN LOCKS Thumb turn locks should be fitted to every door so that they can all be unlocked easily as someone heads towards an exit to the building. 2 FIRE DOORS Fire doors should be used to protect all escape routes from the property. Special care should be given to areas such as the kitchen but in reality it is best if every internal door in the house is a fire door. 3 FIRE ALARMS Smoke alarms should be placed throughout the property and a heat sensitive alarm used in the kitchen. The alarm system should be fully integrated. ALBANY, 06/10/13 -- State Senator James L. Seward (R/C/I -- Oneonta) today announced senate approval of legislation he sponsored to allow the legislature to eliminate or amend state regulations that overstep their original intent. The bill (S.3462) was part of a bi-partisan senate package aimed at ridding New York State of unnecessary government regulations that inhibit job creation and drive up local property taxes. "The senate regulatory reform package will make New York more competitive, and help businesses create jobs by eliminating needless and costly regulations that limit economic growth," said Senator Seward. "The plan would help combat the state's high cost of doing business and would be beneficial to existing employers as well as a real incentive to lure new companies to our borders." The senate measures would: • Establish a task force to conduct a complete review of the State Administrative Procedure Act (SAPA) and regulatory review process; • Eliminate 1,000 burdensome regulations on businesses; • Give the senate's Administrative Regulations and Review Commission more oversight authority in the rulemaking process to ensure state agencies do not overstep their authority in implementing rules and regulations; • Stop unfunded state mandates on local governments and school districts; and • Require state agencies to provide more information on the costs and benefits of new rules. Along with enacting the reform legislation, the senate will also conduct industry specific public hearings across the state. The hearings will provide the opportunity for business owners and local elected officials to "go on the record" with their chief complaints and specific solutions. to listen to businesses and local officials and learn which rules, regulations, and mandates are the most useless, most costly, and should be eliminated. "By taking a proactive approach to learn more about the obstacles business owners and local governments now face we can make a strong case for eliminating these roadblocks to growth. New York needs to shed its reputation as a high cost of doing business state. "Lower taxes on manufacturers, workers compensation and unemployment insurance reforms, and expanded agriculture marketing plans are among the items already advanced this year that will improve our state's economic position. Adding regulatory reform measures will further enhance New York's ability to retain current businesses and attract new employers," Seward concluded. -30-

How to fly a drone in Tokyo Japan and avoid being arrested or fined. Flying drones in Tokyo is illegal and you need to obtain permission from the Japan Ministry of Land Infrastructure Transport and Tourism (MILT). It's important know Japan drone laws rules and regulations. This is a Japan Drone Guide for Travelers coming to Tokyo. More information on flying drones in Tokyo on my website below: - https://www.tokyozebra.com/japan-drone ---- JAPAN DRONE LAWS AND REGULATIONS ---- - Must NOT fly above 150 meters (492 feet) - Must NOT fly within 9 km of airports - Must keep at least 30 meters (98 feet) away from people, buildings and vehicles - Must NOT fly at night - Must always maintain Visual Line of Sight (VLoS) when operating the drone - Must NOT transport hazardous materials such as explosives on the drone - Must NOT drop any objects from the drone - Must NOT be flown in any of Metropolitan Tokyo’s 81 public parks and gardens - Must NOT fly over densely populated areas like cities (4000 people per square kilometer or more) - Must NOT fly over densely populated areas such as festivals and events JAPAN DRONE FINES If any of the rules above are violated, the drone operator is liable for fines up to a 500,000 JPY. *Please note that the drone laws are always changing. This is not a definitive guide and you must check with the local authorities and the Japan Ministry of Land, Infrastructure, Transport and Tourism directly for the most up to date laws and regulations. ----- The MILT drone application consists of 10 parts ---- 1.
