Perdido is the deepest floating oil rig (platform) in the world at a water depth of about 2450 meters operated by the Shell Oil Company in the Gulf of Mexico. The Perdido is located in the Perdido fold belt which is a rich discovery of crude oil and natural gas that lies in water that is nearly 8000 feet deep. The platform's peak production will be 100,000 barrels of oil equivalent per day. At 267 meters, the Perdido is nearly as tall as the Eiffel Tower. An oil rig is a large structure with facilities to drill wells, to extract and process oil and natural gas, and to temporarily store product until it can be brought to shore for refining and marketing. In many cases, the platform contains facilities to house the workforce as well. From its inland, western borders to its eastern and southern seaboard, it claims territory it does not control. In the west, China’s border dispute with India is more than a minor cartographic tiff. China claims an area of India that is three times the size of Switzerland, the state of Arunachal Pradesh. Further west, China occupies Indian claimed territory next to Ladakh in Kashmir, an area called the Aksai Chin. China humiliated India in a brief, bloody war over the dispute in 1962. Since 1988, the two countries have put the dispute on the backburner and got on with developing commercial ties, despite occasional flare-ups. More immediately dangerous is the stand-off between China and Japan over disputed islands in the East China Sea, known as the Senkakus in Japan and Diaoyu in Chinese. Japan says they have always been its territory and admits no dispute, claiming also that China only started expressing an interest when it began to seem the area might be rich in oil and gas. A new and much more dangerous phase of the dispute began in 2012 after Japan’s government nationalised three of the islands by buying them from their private owner. China accused Japan of breaking an understanding not to change the islands’ status. Ever since, it has been challenging not just Japan’s claim to sovereignty over the islands, but its claim to control them, sending Chinese ships and planes to patrol them. Raising the stakes is Japan’s alliance with America, which says that though it takes no position on who owns the islands, they are covered by its defence treaty with Japan, since it administers them. Especially provocative to America and Japan was China’s unilateral announcement in November 2013 of an Air-defence Identification Zone, covering the islands. The worry is less that big powers will deliberately go to war over these desolate little rocks, but that an accidental collision at sea or in the air might escalate unforeseeably. Similar fears cloud disputes in the South China Sea, where the maritime claims in South-East Asia are even more complex, and, again, competition is made more intense by speculation about vast potential wealth in hydrocarbon resources. Vietnam was incensed in May 2014 when China moved a massive oil-rig to drill for two months in what it claimed as its waters. This was near the Paracel Islands, controlled by China since it evicted the former South Vietnamese from them in 1974. To the south, China and Vietnam also claim the Spratly archipelago, as does Taiwan, whose claim in the sea mirrors China’s. But the Philippines also has a substantial claim. Malaysia and even tiny Brunei also have an interest. But it is with Vietnam and the Philippines that China’s disputes are most active. The Philippines accuses China of salami-slicing tactics, stealthily expanding its presence in disputed waters. In 1995 it evicted the Philippines from Mischief Reef, and in 2012 from Scarborough Shoal. This year it has tried to stop the Philippines from resupplying a small garrison it maintains on the Second Thomas Shoal, and appears to be building an airstrip on the Johnson South Reef. The United Nations Convention on the Law of the Sea—UNCLOS—is one forum for tackling these disputes. But UNCLOS cannot rule over territorial disputes, just over the waters habitable islands are entitled to. And China and Taiwan point to a map published in the 1940s, showing a big U-shaped nine-dashed line around the edge of the sea. That, they say, is historically all China’s. This has no basis in international law, and the Philippines, to China’s fury, is challenging it at an UNCLOS tribunal. In fact China often fails to clarify whether its claims are based on the nine-dashed line, or on claims to islands, rocks and shoals. That lack of clarity alarms not just its neighbours and rival claimants, but the United States, which says it has its own national interest in the freedom of navigation in a sea through which a huge chunk of global trade passes Also alarming is that if these arguments over tiny specks in the sea become so unmanageable, what hope is there for resolving the really big issues? And the biggest of all is the status of Taiwan, still seen by China as part of its territory, but in practice independent since 1949. For now, Taiwan and China have a thriving commercial relationship. But polls suggest that few in Taiwan hanker after unification with the mainland. And China’s rulers still insist that one day they will have to accept just that.

Our planet's resources are running out and that nations are competing over increasingly scarce commodities: oil, food and water. Shortages mean dizzying price rises. In the Himalayan borderlands, China and India wrestle for the water supplies of most of South and East Asia, whose rivers are fed largely by glaciers. From Sudan to Zimbabwe, foreign corporations and states alike are buying up huge tracts of arable land. And high in the Andes, 1 trillion ton mountains are being sold to the highest bidder to be blown apart for the precious metals buried deep within them. Meanwhile, China has embarked on one of the greatest commodity rushes in history. Dambisa Moyo argues in her new book, Winner Take All, that this scramble for resources threatens world stability. In this talk, she set out the action she thinks is needed for a just, balanced and peaceful global economy.

Caretaker Minister for Maritime and Foreign Affairs Abdullah Hussain Haroon made this revelation while addressing business leaders at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI). If the oil deposits are discovered as expected, Pakistan will be among top the 10 oil-producing countries ahead of Kuwait in sixth position, reports Arab News. Kuwait’s oil reserves make up 8.4 percent of the oil reserves in the world. Kuwait claims to hold about 101.50 billion barrels, including half of five billion barrels in the Saudi-Kuwaiti neutral zone which Kuwait shares with Saudi Arabia.

Nigeria may sit atop one of the largest oil reserves in the world, but the majority of the Nigerian people have seen little benefit from the multibillion-dollar industry. The government and global energy companies have been exploiting the resource for years, bringing poverty, pollution, and violence to the Niger Delta. And now the local militias fighting for oil control have made conditions even worse. Caught in the conflict are Nigerian citizens involved in the illegal oil market simply for survival. Oil theft is rampant, and the booming black market has transnational oil and gas consultants concerned about the effects on global oil markets. The government isn't too happy about it either. “All the oil that is sold around here, the government calls illegally refined products,” local oil businessman Don Wizaro told VICE News. And when the Nigerian military raids illegal oil operations, they slash containers, releasing oil into waterways, contaminating what the main source of fishing, agriculture, and drinking water. As the government continues its assault on illegal refineries and barges carrying stolen oil, local militias are retaliating. And one of the most notorious militias is the Niger Delta Avengers. They attack pipelines and infrastructure, significantly affecting both the environment and the economy. VICE correspondent Gianna Toboni heads to the heart of Nigeria's oil production to witness firsthand the fight over the control of oil in the Niger Delta. Oil is such a vital commodity that it provoked wars throughout the 20th century. The few countries that produce it, try to keep control of it to ensure its riches stay at home. Those who do not have it, strive to get it. In the 1930s Saudi Arabia was one of the poorest countries in the world but the discovery of oil transformed it and Saudi Arabia has amassed $515.6 billion in sovereign wealth funds. It has become the linchpin of a powerful cartel that sometimes rations oil to push up prices. The United States is now the biggest producer of oil and gas owing to its shale revolution. It has tapped abundant reserves through fracking - a technology that uses high-pressure water and sand to fracture rock deep below the ground to extract hydrocarbons. This shale revolution has helped the United States become less dependent on oil imported from Saudi Arabia, Venezuela, Iraq, and other OPEC countries. More oil and gas on global markets has also benefited the world's energy consumers by pushing down costs. Oil still remains the primary fuel, supplying almost 1/3 of the world's energy but its heyday may soon be over, despite growing demand. By 2040 the world's global energy use is set to increase by 30 percent. That energy must be much cleaner if the world wants to prevent catastrophic global warming. In the past coal and gas were less expensive than renewable technology but their costs have come down dramatically. There is now a race among some nations to create more efficient renewable technologies to reduce pollution and be more energy self-sufficient. China is the world's largest consumer of coal and the second largest of oil but it also now leads the world in clean energy. one third of the world's new wind power and solar panels is installed in China, and it sells more electric cars than any other country. The quest for energy self-sufficiency is a big motivation for many countries. China is moving fast, and America under President Donald Trump, is securing its energy independence with oil and gas. But unlike oil and gas renewables will not increase global warming. The long term transition to clean energy will throw up new global challenges. It will create tensions in unstable parts of the Middle East as oil revenue starts to dry up. Another challenge is that wind and sun are intermittent. renewables may require vast shared electricity grids spanning boarders to make them more efficient. To stop global warming the world needs a huge collaboration over our shared energy future. If we fail, wars over scarce resources could be even worse in the 21st century than in the 20th. Its creation was announced by Saudi Arabian defence minister Mohammad bin Salman Al Saud on December 15, 2015. The alliance was to have a joint operations center in Riyadh, Saudi Arabia. Most of its participants are members of the Organisation of Islamic Cooperation, the Islamic organisation and Pakistan is busy signing maximum agreement with Saudi Arabia to become a totally Salafi state. China is helping whatever way it is possible. China is actually producing a very good quality stuff and they will give them to Pakistan. Pakistan will allow China to use their people as virtual slaves and allow its territories to be used by China the way it was using North Korea. So they may keep their weapons in Pakistan because if it is in China, US may have an eye on them. He said that there is also a need to understand the strategic location of Pakistan making it important to all rather it was created in such a way by British and the US that it remains important. Before the second world war got over, they have already negotiated partition of India in 1936 somewhere in Cairo, Egypt because the importance of steel and coal was getting over and oil was going to be the next big thing for all purposes including war and energy security. However, now Indian Ocean emerging in prominence India's strategic importance to increased with Indian Ocean becoming the most important piece of contention. The former foreign secretary said that historically colonial powers and even the US decided to keep a close watch on wherever oil resources were and to have their own people and government there. Discovery of the oil and gas resources in Alegria Oilfield

Alegria Oilfield Simulan Na! 27.93 million barrels of oil President Rodrigo Roa Duterte, together with Department of Energy (DOE) Secretary Alfonso Cusi, graced the ceremonial commencement of oil and gas production of the Alegria Oilfield at Barangay Montpeller in Alegria, Cebu. During the event, the President proceeded to the production site for the ceremonial valve opening of the Polyard-3 Well while being briefed by China International Mining Petroleum Company Ltd. (CIMP) Assistant Country Manager Edgar Benedict Cutiongco. The discovery of the oil and gas resources in Alegria Oilfield was a result of six exploration wells drilled by the CIMP from October 2014 to March 2018. The oil and gas resources carry a potential commercial quantities of 27.93 million barrels of oil (MMBO) and 9.42 billions cubic feet (BCF), respectively. The CIMP is set to drill three additional development wells in 2018. According to Cusi, the oilfield, which covers 197,000 hectares (with 42,749 hectares for the production area), is considered as a major breakthrough in the oil and gas industry in the country. Neil Ritson, chief executive of Solo Oil PLC (LON:SOLO), discusses with Proactive the findings from the recently completed CPR which reveals a major upgrade to the gas resources at the Ntorya project in Tanzania. It follows the Ntorya-2 appraisal well success and an assessment of well testing. Ntorya’s contingent gas resource has now risen to 762.8bn cubic feet of gas, comprising 80.6bn cubic feet of gas that’s described as pending development – to be addressed by the planned initial three well operation. Two of the three wells have so far been drilled, and the third is due later this year. The gas would be connected to a gas plant located some 33 kilometres away. Solo Oil holds a 25% interest in the project.

China’s Coming Debt Crisis?

The condition of the Chinese economy is increasingly becoming a significant factor exorcising the minds of global policy makers. Even though China’s most recent data has shown signs of stabilization (and the current turmoil in the Chinese market will likely provide more Chinese policy stimulus via further overinvestment, which could perpetuate this capex bubble in the short term) the world is still paying close attention to the gradual unwinding of the country’s historically unprecedented investment ratio of around 45% to GDP. That ratio (down from a peak of 55%) suggests that China is poised to embark on a powerful accelerator multiplier dynamic to the downside. Add to that ongoing dollar strength, which has inflicted further deflationary pressures on resource producers, most particularly those who have borrowed dollars against declining resource revenues, all of which has put pressure on commodity prices. Is this the domino that can bring down the global economy? What is the nature of the debt? How much is private? Public? How much of it is foreign denominated (a germane consideration, considering the recent weakening of the Chinese currency)? As Professor Yan Liang, a professor of economics at Willamette University, has noted in her research on the country, China's growth model has relied on credit driven, investment led growth in the past decades. Its double-digit growth record has been nothing but impressive. However, this growth model has encountered mounting difficulties and China today is wresting with a vexing problem with debt. A high level debt, coupled with declining quality of debt, has rendered the private sector vulnerable; and yet, aggressive deleveraging could further decelerate the economy, producing a vicious “credit spiral”. So what are the numbers? According to Professor Liang, China's debt to GDP ratio has reached 217% of GDP (or 281% of GDP, if financial sector debt is included) in mid-2014, up from 134% in 2007. This level is rather unprecedented despite China’s long tradition of credit driven growth. Since China’s market reform in the 1980s, State Owned Commercial Banks, the backbone of China’s financial system, have lent generously to State Owned Enterprises (SOEs) to finance the latter’s fixed asset investment. Credit extension helped mobilize resources and facilitate China’s industrialization and urbanization, whereby engendering a Keynesian-Schumpeterian credit-investment-growth cycle. But this model has gradually run out of steam, as it causes debt accumulation, puts a heavy toll on natural resources and generates rising supply glut in recent years. Chinese policy makers have realized the limitation of the growth model and called for rebalancing, shifting demand from credit driven investment and export to consumption. However, the rebalancing plan did not effectively bring about a reduction of debt; rather, leverage heightens and debt continues to accumulate. In the interview below, Professor Liang discusses the challenges facing China and the prospects of managing a challenging "soft landing" that doesn't engender a major global economic calamity.

Chinese authorities argue that they and other nations in the region can work out their differences on a bilateral, nation to nation basis. They say that the U.S. is intruding into the discussion and attempting to make rights and use of the South China Sea an international issue. As Chinese Foreign Minister Yang Jiechi put it, "What will be the consequences to if this issue is turned into an international or multilateral one? In some cases, the sale of these resources supports authoritarian regimes and extremist groups. And as consumers, we have no way of knowing whether our purchases are ultimately supporting these systems. How do flaws in the global resource trade hinder democracy and development? What can be done to increase transparency, and create new rules to improve international security and foreign relations? In my opinion, the best noodle dish in China is dan dan noodles, right here in Chengdu, Sichuan. China has some of the best street food around the world, and these dan dan noodles were INSANELY GOOD, some of the best noodles in China for sure! If you're traveling to China to eat and try different street foods, and perhaps want to learn a little bit about Chinese food and chinese cooking in the process, you need to try a few different variations of Dan Dan noodles. When they prepare the traditional Chinese dan dan noodle recipe right on the street, you can watch as they scoop the main ingredients like chili oil, soy sauce, sichuan peppercorn, and garlic right into the noodle bowl and then place the steaming hot noodles right over top. It's truly satisfying! After they put the noodles over top, they place their signature fried ground pork on top, known in Chinese as shaozi. When your dan dan noodles arrive to your table, it is very important to mix up all the chili oil and all of the ingredients throughout. This ensures that the flavour and the hot oil gets coated onto each noodle before you take a bite. It's also quite satisfying mixing the noodles and watching the dark red oil slowly turn each noodle from white into red and silky smooth. When you take your first bite, you'll understand why this is one of the BEST Chinese street foods you need to try. Then, right beside that street stall, there was Chinese fried intestines with tons of Sichuan chilies! The Democratic Republic of the Congo is rich in natural resources, yet the average citizen lives on only 72 cents a day. The foreign mining companies are getting rich while the general population is living in poverty. Many Congolese citizens are diging through the dirt on their hands and knees in search their fair share of the countries natural minerals. While there are taxes on the mining companies who benefit from the countries resources it is proving difficult to actually collect the money that is owed. Vocativ spoke to one tax inspector who explained that tax evasion and government fraud is rampant throughout the mining industry. So it seems that until those benefiting from the countries natural wealth start paying their fare share, many average citizens will have to continue digging through the mud to get by. The South China Sea is a strategically important and resource-rich area in Asia. Around half of the world's merchant fleets pass through every year carrying an estimated $5 trillion worth of trade. The area is also believed to contain valuable oil and gas deposits. And ownership is hotly contested. There are ongoing territorial disputes between Vietnam, Malaysia, Indonesia, Philippines and China. One of the most well-known is the Spratly Islands' hydrocarbon deposits valued at $26.3 trillion. The latest tension is at the Scarborough Shoal, a small cluster of uninhabitable islands which lies about 220km off the coast of the Philippines and falls under its exclusive economic zone according to international maritime law. But China also claims ownership despite its nearest coastline being 900km away. The Scarborough Shoal has valuable resources including fishing, shipping routes and potentially enormous oil and gas deposits. In early April, the Philippines' naval forces intercepted eight Chinese fishing vessels in the Scarborough Shoal. They found large numbers of illegally-fished turtles, baby sharks, clams and corals on board. They tried to arrest the poachers but were stopped by the arrival of two Chinese maritime ships leading to a two-month standoff. The David and Goliath-style situation has forced the Philippines, along with other smaller Asian countries, to work together on joint security. It has also pushed them to cement military ties with the US and Australia. After more than two decades of double-digit increases in defence spending, China now has the largest fleet of advanced warships, submarines and long strike aircraft in Asia. The Philippines is working hard to get support from allies such as Japan and the US to help it build up its military capabilities. But months of simmering tension between both sides over the disputed territory is threatening to exact a heavy toll on Philippines' economy and is damaging vital tourism and agricultural sectors. Business communities in the Philippines are concerned the ongoing standoff threatens trade relations and investments after China tightened regulations on banana imports from the Philippines and several Chinese tour groups cancelled visits to the Philippines. Energy and infrastructure projects have also been put on hold. As China flexes its economic and military muscle across the Asia Pacific region, 101 East asks if this escalation is a threat to peace and stability. In the Himalayan borderlands, China and India wrestle for the water supplies of most of South and East Asia, whose rivers are fed largely by glaciers.
