China Will Take Over Russian Siberian Resources. China still has a large economy, despite the recent downturn. One area where China is lacking is in resources, such as oil & other commodities. Russia, China's neighbor to the north, has plenty of oil and resources and they are in lands that have been once claimed by China. With the recent Russian sanctions and China's military growing exponentially, each year, it would not come as a surprise that Chinese leaders have their eyes on Russian oil and commodities. The oil rich and resource rich areas of Siberia & Yakutsk are semi-autonomous regions within the Russian Federation. Both regions of Siberia & Yakutsk do not consider themselves Russian. If China were to succeed to get a foothold in Siberia & Yakutsk and also give the people in Siberia & Yakutsk a much better deal economically than the raw deal they are receiving from the Russian oligarchs, then it would be likely that Siberia & Yakutsk stay loyal to China. The economic and political situation in Russia is actually very precarious.

From its inland, western borders to its eastern and southern seaboard, it claims territory it does not control. In the west, China’s border dispute with India is more than a minor cartographic tiff. China claims an area of India that is three times the size of Switzerland, the state of Arunachal Pradesh. Further west, China occupies Indian claimed territory next to Ladakh in Kashmir, an area called the Aksai Chin. China humiliated India in a brief, bloody war over the dispute in 1962. Since 1988, the two countries have put the dispute on the backburner and got on with developing commercial ties, despite occasional flare-ups. More immediately dangerous is the stand-off between China and Japan over disputed islands in the East China Sea, known as the Senkakus in Japan and Diaoyu in Chinese. Japan says they have always been its territory and admits no dispute, claiming also that China only started expressing an interest when it began to seem the area might be rich in oil and gas. A new and much more dangerous phase of the dispute began in 2012 after Japan’s government nationalised three of the islands by buying them from their private owner. China accused Japan of breaking an understanding not to change the islands’ status. Ever since, it has been challenging not just Japan’s claim to sovereignty over the islands, but its claim to control them, sending Chinese ships and planes to patrol them. Raising the stakes is Japan’s alliance with America, which says that though it takes no position on who owns the islands, they are covered by its defence treaty with Japan, since it administers them. Especially provocative to America and Japan was China’s unilateral announcement in November 2013 of an Air-defence Identification Zone, covering the islands. The worry is less that big powers will deliberately go to war over these desolate little rocks, but that an accidental collision at sea or in the air might escalate unforeseeably. Similar fears cloud disputes in the South China Sea, where the maritime claims in South-East Asia are even more complex, and, again, competition is made more intense by speculation about vast potential wealth in hydrocarbon resources. Vietnam was incensed in May 2014 when China moved a massive oil-rig to drill for two months in what it claimed as its waters. This was near the Paracel Islands, controlled by China since it evicted the former South Vietnamese from them in 1974. To the south, China and Vietnam also claim the Spratly archipelago, as does Taiwan, whose claim in the sea mirrors China’s. But the Philippines also has a substantial claim. Malaysia and even tiny Brunei also have an interest. But it is with Vietnam and the Philippines that China’s disputes are most active. The Philippines accuses China of salami-slicing tactics, stealthily expanding its presence in disputed waters. In 1995 it evicted the Philippines from Mischief Reef, and in 2012 from Scarborough Shoal. This year it has tried to stop the Philippines from resupplying a small garrison it maintains on the Second Thomas Shoal, and appears to be building an airstrip on the Johnson South Reef. The United Nations Convention on the Law of the Sea—UNCLOS—is one forum for tackling these disputes. But UNCLOS cannot rule over territorial disputes, just over the waters habitable islands are entitled to. And China and Taiwan point to a map published in the 1940s, showing a big U-shaped nine-dashed line around the edge of the sea. That, they say, is historically all China’s. This has no basis in international law, and the Philippines, to China’s fury, is challenging it at an UNCLOS tribunal. In fact China often fails to clarify whether its claims are based on the nine-dashed line, or on claims to islands, rocks and shoals. That lack of clarity alarms not just its neighbours and rival claimants, but the United States, which says it has its own national interest in the freedom of navigation in a sea through which a huge chunk of global trade passes Also alarming is that if these arguments over tiny specks in the sea become so unmanageable, what hope is there for resolving the really big issues? And the biggest of all is the status of Taiwan, still seen by China as part of its territory, but in practice independent since 1949. For now, Taiwan and China have a thriving commercial relationship. But polls suggest that few in Taiwan hanker after unification with the mainland. And China’s rulers still insist that one day they will have to accept just that.

How did China become the world leader in clean energy? China's rapid industrialisation has lifted millions out of poverty but has come at an environmental cost. Its growth relies on coal, the dirtiest fossil fuel. This contributes to high levels of air pollution in cities such as Beijing. China's leadership sees pollution as a threat to social stability. Citizens have protested about pollution and poor air quality. The government is also concerned about the impact on health. It has launched programmes to clean up its environment and improve air quality. The leadership recognises the dangers posed by climate change and sees the economic opportunities in developing renewable energy. In 2015, China increased its solar capacity by 74%, making it the world's largest producer of solar power. In 2015 China invested $111bn in clean power. It plans to increase this to $361bn by 2020. China is reluctant to give up coal but it is well aware of the costs. As America steps back from tackling climate change there are hopes that China will fill the gap. Top 10 Oil Producing Countries in the World 2017 This is a list of countries by oil production, as compiled from the U.S. Energy Information Administration database for calendar year 2016, tabulating all countries on a comparable best-estimate basis. Compared with shorter-term data, the full-year figures are less prone to distortion from periodic maintenance shutdowns and other seasonal cycles. The volumes in the table represent crude oil and lease condensate, the hydrocarbon liquids collected at or near the wellhead. The volumes in the table do not include biofuel. They also do not include the increase in liquid volumes during oil refining ("refinery gain"), or liquids separated from natural gas in gas processing plants (natural gas liquids).[1] Under this definition, total world oil production in 2016 averaged 80,622,000 barrels per day. Approximately 68% came from the top ten countries, and an overlapping 44% came from the fourteen current OPEC members, highlighted with blue shading in the table below. For many years, the top three producers have been (alphabetically) Russia, Saudi Arabia, and the United States. Oil is such a vital commodity that it provoked wars throughout the 20th century. The few countries that produce it, try to keep control of it to ensure its riches stay at home. Those who do not have it, strive to get it. In the 1930s Saudi Arabia was one of the poorest countries in the world but the discovery of oil transformed it and Saudi Arabia has amassed $515.6 billion in sovereign wealth funds. It has become the linchpin of a powerful cartel that sometimes rations oil to push up prices. The United States is now the biggest producer of oil and gas owing to its shale revolution. It has tapped abundant reserves through fracking - a technology that uses high-pressure water and sand to fracture rock deep below the ground to extract hydrocarbons. This shale revolution has helped the United States become less dependent on oil imported from Saudi Arabia, Venezuela, Iraq, and other OPEC countries. More oil and gas on global markets has also benefited the world's energy consumers by pushing down costs. Oil still remains the primary fuel, supplying almost 1/3 of the world's energy but its heyday may soon be over, despite growing demand. By 2040 the world's global energy use is set to increase by 30 percent. That energy must be much cleaner if the world wants to prevent catastrophic global warming. In the past coal and gas were less expensive than renewable technology but their costs have come down dramatically. There is now a race among some nations to create more efficient renewable technologies to reduce pollution and be more energy self-sufficient. China is the world's largest consumer of coal and the second largest of oil but it also now leads the world in clean energy. one third of the world's new wind power and solar panels is installed in China, and it sells more electric cars than any other country. The quest for energy self-sufficiency is a big motivation for many countries. China is moving fast, and America under President Donald Trump, is securing its energy independence with oil and gas. But unlike oil and gas renewables will not increase global warming. The long term transition to clean energy will throw up new global challenges. It will create tensions in unstable parts of the Middle East as oil revenue starts to dry up. Another challenge is that wind and sun are intermittent. renewables may require vast shared electricity grids spanning boarders to make them more efficient. To stop global warming the world needs a huge collaboration over our shared energy future. If we fail, wars over scarce resources could be even worse in the 21st century than in the 20th. Chinese firms play key role in rebuilding Angola

Angola overlooks the Atlantic Ocean on the west, and has a population of more than 24 million. It boasts rich natural resources such as crude oil, natural gas and diamonds. Since the end of Angola's civil war in 2002, there have been huge infrastructure demands for the country's post-war reconstruction. To help meet these needs, China's CITIC Construction company teamed up with 40 other large Chinese enterprises, to build phase one of the Kilamba Kiaxi housing project near Luanda, a project worth over 3.5 billion US dollars. It is one of the largest newly built projects on the African continent, and has been designated a city in its own right.

The Allies had many of those resources on their side, but the Axis powers did not. Germany imported many of its resources from countries it would soon be fighting, and needed their war strategy to account for the acquisition of those resources. The Molotov-Ribbentrop Pact signed with the USSR set up a trade agreement to bring them oil from Russia for a while, in addition to establishing temporary non-aggression with the Soviets. When the war began in earnest, Germany targeted Norway with its supply of aluminum and iron as well as its access to the even more resource-rich Sweden. Conquering France also gave them access to rich farmland to feed the troops. But even though they had gained control of the oil fields in Romania, it wasn't enough to power their war machine. Many Nazi generals wanted to target North Africa for this, but Hitler had his sights set on the Soviet Union and wound up squandering much of Germany's reserves in a fruitless effort there. Meanwhile, Japan's entrance into the war had cost them their primary trading partner: the United States. The Japanese army wanted to pursue the Northern Expansion Doctrine (Hokushin-Ron) and push through China into Siberia, wounding the USSR in the process. They attempted this strategy, but the Soviets met them in Mongolia and pushed them back in the Battle of Khalkhin Gol. So they turned to the Southern Expansion Doctrine (Nanshin-Ron) advocated by the navy, and began to sweep up islands in the Pacific. They planned to strip the European colonial powers of their holdings, and they succeeded in capturing 90% of the world's rubber production. But the US responded by synthesizing rubber, and built an industry so large that even today, more rubber is synthesized than harvested. 02-18-2009 Russia, China sign $25 billion energy deal Beijing signed a deal with Moscow Tuesday to lend $25 billion to two Russian oil firms, which in turn will sell 15 million tons of crude oil a year to China for the next 20 years. The agreement will ensure the long-awaited extension of Russia's Siberia-Pacific coast pipeline to China, too. The pipeline project, agreed on late last year, will see the extension of the pipeline from the Siberian city of Skovorodino, 70 km north of the Sino-Russian border, to China. China will lend $15 billion to Russia's state-owned oil firm Rosneft and $10 billion to pipeline monopoly Transneft. China Development Bank (CDB) provided the credit for the deal, according to the Associated Press (AP). The Russian firms, on the other hand, will ensure China gets 300,000 barrels of crude a day for 20 years. China and Russia signed seven agreements on energy cooperation package programs, Xinhua said, quoting a Foreign Ministry official. The $25-billion deal is seen as a boost to Russian energy firms because the global financial crisis and a drastic drop in the crude prices have left them struggling to raise capital, AP said. The agreement was signed by Vice-Premier Wang Qishan and Russian Deputy Prime Minister Igor Sechin in Beijing at the third round of energy talks between the two countries. "We hope the two sides will give full play to the bilateral energy negotiation mechanism to promote bilateral energy cooperation," Wang told Sechin. Sechin replied that the two countries should intensify cooperation in fields such as energy and finance, and make joint efforts to guarantee that the agreed projects are implemented on time. A memorandum of cooperation in the energy sector signed in Moscow in October said Transneft and Rosneft could get loans from China in exchange for long-term oil sales to Beijing. But the talks were suspended on November 12 because of divergence of views on lending rates and loan guarantees, industry insiders said. Russia, the largest oil exporter after Saudi Arabia, is seeking to shift its exports focus from the West, and eyeing China as the main new market. Last year, trade between Russia and China increased 18 percent to $56.8 billion. And Premier Wen placed cooperation in resources development on top of his five proposals on economic cooperation when he visited Russia last year. The two countries have agreed to work jointly in oil production and processing, natural gas production and in chemical industries. They have agreed to expand cooperation in nuclear energy, too, including the construction of nuclear power plant in Tianwan, Jiangsu province, uranium mining, and post-processing of spent fuel.

Nigeria may sit atop one of the largest oil reserves in the world, but the majority of the Nigerian people have seen little benefit from the multibillion-dollar industry. The government and global energy companies have been exploiting the resource for years, bringing poverty, pollution, and violence to the Niger Delta. And now the local militias fighting for oil control have made conditions even worse. Caught in the conflict are Nigerian citizens involved in the illegal oil market simply for survival. Oil theft is rampant, and the booming black market has transnational oil and gas consultants concerned about the effects on global oil markets. The government isn't too happy about it either. “All the oil that is sold around here, the government calls illegally refined products,” local oil businessman Don Wizaro told VICE News. The outside world has its eye increasingly set on Africa. Farming lands and new discoveries of oil, gas and minerals have made the continent interesting again – not only for former colonial powers and the United States but also China and India. Under the motto “trade no aid”, Africa’s poor are to be lifted by trade rather than aid. Meanwhile, history shows that rich natural resources easily become a curse. Instead of creating jobs, better education and healthcare, large export revenues often lead to corruption, conflict and to countries becoming dependent on raw materials. Who are the winners and who are the losers in the new scramble for Africa’s resources? Who ensures that the fortunes will benefit the citizens themselves, and what is required for a broad community development? These issues were discussed at a live-streamed panel debate in Lund on 10 November. Panellists included: Margaret C Lee, leading Africa researcher and author of “The 21st Century Scramble for Africa” Nnimmo Bassey, was awarded the Right Livelihood Award in 2010 for discoveries about the humanitarian and ecological disaster as a result of the Nigerian oil industry. Rob Sobhani, CEO of Caspian Energy Consulting, says we should be concerned about energy policy here in the United States instead of worrying about China, and that politicians need to wake up and allow markets to create energy innovations. He says that by developing resources here in the U.S., including shale oil, Americans can control their own energy destiny, and Chinese policies won't affect us. He also believes that solar energy is more easily developed than many people think, making it a viable part of the future energy mix. Roger Ballentine, President of Green Strategies Inc., believes the benefits of domestic oil production are a misconception to Americans because we cannot impact global oil prices through expanded domestic drilling. He says if Americans put the same energy and resources they put into developing domestic fossil fuels into developing alternative energy, we can be immune to the global energy market and its price fluctuations. He believes extensive supplies of natural gas will spur generators to convert their coal-fired plants to combined-cycle plants that burn natural gas. Elliot Gue, Editor of The Energy Letter and The Energy Strategist, predicts an increase in Chinese oil consumption means higher prices for the entire world because fossil fuels will be the bedrock of world energy for the next three or four decades. He says alternatives will remain a very small part of the world energy mix. While India is building new coal-fired power plants, they are still cleaner than plants still in use in the U.S. after 30 or 40 years. He says a plentiful supply of natural gas will make it more difficult to develop renewables because suppliers will elect to use gas rather than switch to alternatives.

China is funding a massive new petrochemical plant in Appalachia

Proponents hope this potential hub, which would straddle Pennsylvania, Ohio, West Virginia, and Kentucky, could someday rival the industrial corridor found along the Gulf Coast in Texas and Louisiana. Those plans center around creating what is known as the Appalachian Storage Hub, which received a major boost on November 9 during a trade mission to China attended by President Donald Trump and U.S. Secretary of Commerce Wilbur Ross. At that trade mission, also attended by Chinese President Xi Jinping, the China Energy Investment Corp. announced the signing of a memorandum of understanding (MOU) to invest $83.7 billion into the planned storage hub over 20 years. For comparison, West Virginia's gross domestic product (GDP) in 2016 was $72.9 billion. Though called the Appalachian Storage Hub as a broad-sweeping term, in practice the hub could encompass natural gas liquids storage, a market trading index center, a key pipeline feeding epicenter, and a petrochemical refinery row. Its prospective development has been spurred by the current construction of a $6 billion petrochemical refining facility in Pennsylvania owned by Shell Oil. The proposed hub has come under fire from grassroots groups. But this proposal also has a powerful set of backers, including West Virginia's five-member congressional delegation, the state's Governor and Secretary of Commerce, West Virginia University, the chemical industry's trade association, Shell Oil, and the Trump administration, among others. Detractors of the planned petrochemical hub believe that its construction would buoy the oil and gas industry in its efforts to further develop drilling and hydraulic fracturing (“fracking”) projects in Pennsylvania's Marcellus Shale and Ohio's Utica Shale basins. A “major concern we have about the whole complex is that it will encourage a second or third wave of gas fracking in our region, from the Marcellus, the Utica, and the Rogersville field, which is a much deeper layer of shale gas and oil and has been recently tested and a few commercial wells have been built into it,” Robin Blakeman, project coordinator with the Ohio Valley Environmental Coalition, recently told the radio show Between the Lines. “It’s not commercially viable yet, but we think this complex will make it commercially viable.” However, those backing the plan say the hub could lead to much-needed job creation, positioning the multi-state region as the oil and gas industry's version of Silicon Valley and as a potential “field of dreams.” “This project will not only transform the region, it will impact the entire country by enhancing America’s energy dominance,” said U.S. Rep.
