Step 1: Capture their attention Use no more than three double-spaced pages for the Executive Summary. Detail the company profile, product, management team, market trends, key projections, and financing you need. Step 2: Identify the mission Identify the mission and give your company’s history, the proposed legal form the new entity will take, and a sales strategy. Provide competitor research and state your advantage over them. Step 3: Analyze the market Analyze the market further, targeting competitors to reassure the reader that your venture anticipates every stumbling block. Tip Stick to who, what, why, where, when, and how, like a good reporter, to keep the information succinct and pertinent. Step 4: Describe responsibilities Describe the management team’s responsibilities and backgrounds. Outline the organizational structure, board, and ownership. Step 5: Detail operations Detail operations by laying out current and future market strategies, production plans, customer support, and key personnel. Step 6: Add a contingency Add a section detailing risks and provide a contingency plan. The reader needs to trust that you have thought of everything. Step 7: Forecast scenarios Forecast financial scenarios for procurement, investment returns, and cash management. Provide an exit strategy that relies on historical and financial data. Tip Add one-page bios with summaries of accomplishments of the founders, central players, and key management. Step 8: Construct an appendix Support the proposal with an appendix. Include additional documentation, patents, reviews, and letters of interest. Add non-compete agreements and resumes of technical principals. Did You Know? Each year the federal government awards Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grants to U.S.-based small businesses for the purpose of research and development, and strengthening small business innovation and access to new technology. Once funded, businesses will have six months to conduct a Phase I feasibility study at funding levels up to $150,000. They can then move into Phase II prototyping and testing for two years at levels up to $1 million. Businesses can then convert the funded research project into new commercial products and technologies without giving up equity or paying interest on a business loan. The Advanced Manufacturing Partnership of Southern California (AMP SoCal), led by the Price School – USC Center for Economic Development, offered a free workshop for business owners who wanted to learn how to write successful proposals to any of the 11 government agencies that run these SBIR/STTR programs. The presentation was delivered by Dr. Marie Talnack, an SBIR/STTR program expert with over 30 years of experience in writing and submitting successful grants and proposals. Attendees learned the basics of the program, how the program makes sense for their respective company and the details of how to write a competitive proposal for funding. The USC Center for Economic Development (CED) serves as a leader in facilitating sustainable economic development opportunities throughout Southern and Central California. A research center of the USC Price School of Public Policy, CED partners with community-based organizations, public agencies, and private entities to enhance their functional capacity by tapping the energy, enthusiasm, and talent of the school’s faculty, staff, and students.

All Users: From the site’s main navigation page, any user (not password protected) can utilize navigation to review:  Getting Started Training Materials  General Information  Opportunities  Agencies / Offices List  Privacy Statement Government Users, when logged in using their password protected account can do the following:  Buyers: Possess key system functionality as outlined below: o Maintain Buyer Profile. Buyers can be set up to be agency, or specific contracting office, buyers. o Create, Modify/Amend, or Cancel an Opportunity Notice. o Manage document package content, and vendor accessibility to package documents, that support opportunities. Buyers can upload non-sensitive documents (and attach existing controlled, unclassified documents to notices) o Receive and electronically evaluate vendor proposals, quotes, and information (if the Agency/Office Location Administrator enables the Bid Module functionality for the Buyer’s registered location). o Buyers can create non-FBO solicitation links. These links create document packages that are not tied to FBO solicitations (parallels functionality previously found in the FedTeDS system). With this feature, the buyer is able to create a clickable link that can be used in other systems/documents. When clicked by a vendor, the vendor is taken to a system interface where their authorization to review materials (explicit access / export controlled) is vetted prior to letting the vendor access the materials.  Engineers: This user group can post / update controlled, unclassified documents for use as attachments to Opportunities. Engineers, unless also designated to be a buyer, cannot post or manage opportunities. NOTE: Every user is registered for a particular agency/office and usually location, which includes engineers. Buyers of the same office will see unattached technical packages when posting notices for attachment. Buyers can also search by PR#, a technical package field, to find packages submitted for any office that is unattached, but a user must know the PR# to find it.  Buyer/Engineer: A user can be given both Buyer and Engineer user rights. This allows a single user to both post controlled, unclassified documents and to create solicitations.  Location Administrators: Users that have the authority to authorize an agency’s staff member as being able to post opportunities in the system. Location Administrators are able to post opportunities for their agency and also have the ability to enable or disable the Bid Module functionality for their users  Super User: Users with system oversight and administrative rights.
