Recruiting is what employers do to attract potential applicants to apply to their organization. In this lecture I'll discuss the different elements of recruiting along with the advantages and disadvantages of each method.
Do you think it's a good idea for a project manager that has a control span of 10 employees that specialize, let's say in security of website, to be responsible for hiring/firing other than some other HR division in a company?
+goldewl Some organizations use HR for purely that purpose. However, many organizations are realizing that HR can provide a significant advantage when it comes recruiting and selecting the most qualified employees.

So would it be correct to say that the main benefit of HR is to avoid legal problems during hiring and firing of employees ?
If not, what else can they do better than senior developer/team leader, who works directly with employees ?
+goldewl That's a hard question to answer because there are always someone unknown variables. It depends on how much autonomy and authority those employees possess. If they have a great deal of autonomy, and the skills to do so effectively, then 10 employees may be manageable. As far as hiring and termination decisions, you could make the case that an immediate supervisor is most familiar with the employes performance. However, typically HR is consulted in those decisions and provides protocols for hiring and termination in order to avoid legal issues down the road. Although this doesn't give you a black and white answer, I hope it at leasts gives you a few areas to consider in coming to an opinion on the matter.
